SEATTLE JUSTICE CENTER Seattle, Washington LEEDŽ Project
EEI served as Commissioning Authority for the new Justice Center. Our services included conducting the review of design development and construction documents with a focus on commissioning. A primary goal of this project was to satisfy the LEED process commissioning prerequisite and energy credit requirements as part of a silver level rating. In addition to developing and executing the functional testing and supporting documentation, EEI also reviewed contractor submittals and coordinated commissioning meetings.
During the commissioning of the Seattle Justice Center, EEI provided Seattle City Light with an "Energy Impact Summary". This summary was an estimate, based on conservative assumptions, regarding the energy savings achieved as a result of the commissioning process. Energy savings were achieved by identifying and tracking issues found during commissioning such as temperature sensors not being correctly calibrated, airflow monitoring stations not reading accurately, air terminal units recycling too much return air, hot water valves not closing that resulted in simultaneous heating and cooling at terminal units, and the chilled water system being enabled when economizer cooling could be utilized. Identifying and aiding in the resolution of these issues achieved an energy savings of at least 76,000Wh/year.
Additional benefits to the owner were achieved during commissioning by tracking to resolution operational items identified during systems functional testing. Examples include, but are not limited to, the chilled water system not operating under low flow conditions and the hot water heating system not sequencing as per design.
