EEI was hired to provide retro-commissioning services to troubleshoot the large chilled water system that serves the eight buildings of the State Capitol Complex. System operators had increasingly experienced problems with inadequate flow and temperature and expanded loads in some of the buildings. This prompted a systematic evaluation to correct system problems. EEI's scope included as-built documentation of the existing system and equipment, field measurement of flows, pressures and temperatures under key operational scenarios, balancing of flows to buildings, analysis of data and recommendations.
Problems discovered through the retro-commissioning process included inadequate system pressure, air entrainment, inadequate pressure controls, frozen valves, undersized and overly restrictive flow measuring devices and imbalanced flow through building bridle loops. System capacity was determined to be adequate once the balancing and control problems were corrected and improved chiller pump staging controls were implemented. Complete recommendations for corrective measures were provided and will be implemented as part of an energy performance contract.
