Retro-Commissioning of Six Hospitals

EEI was hired by the U.S. Department of Veterans Affairs (VA) to retro-commission six VA hospitals in Kansas and Missouri.  EEI’s scope of work is divided into four phases for each project site: Planning, Investigation, Implementation, and Reporting/Recommendation.
The Planning Phase includes: benchmarking the building’s performance, developing retro-commissioning goals and objectives, reviewing documentation provided by the VA, and providing the VA with a Retro-Commissioning Plan.
The Investigation Phase includes: performing site assessments, obtaining and developing documentation, executing diagnostic monitoring and testing, performing sample testing, adjusting and balancing measurements, analyzing results of test measurements, and providing an Investigation Report with "low cost" and/or "no cost" Energy Cost Savings Measures (ECMs) that include recommended minor repairs and improvements.
The Implementation Phase includes executing all VA-approved ECMs recommended during the Investigation Phase. This will most likely involve: fixing or replacing specific Building Automation System (BAS) sensors and actuators, re-tuning of BAS control loops, minor reprogramming of BAS controls, other miscellaneous minor repairs and improvements and re-balancing of specific systems.
The Reporting/Recommendation Phase includes a Retro-Commissioning Report documenting all activities performed and improvements made. This report provides a list of additional ECMs that require more significant capital improvements and long-term budgeting.
