LEED® Project

The restoration of the historic Utah State Capitol complex included the commissioning of the State Office Building, the new East/West Extension Buildings, and a new heating plant connecting the buildings through new utility tunnels.  This LEED restoration included a complete replacement and upgrade to the mechanical, electrical, and communication systems of the buildings.

As Commissioning Authority, EEI was contracted to:

  • Document the design intent
  • Review the design of the building systems
  • Prepare commissioning specifications
  • Identify pre- and post-functional tests, maintenance and operational needs
  • Recommend specific measures for the buildings’ energy systems and controls
  • Prepare commissioning reports; conduct commissioning workshops
  • Develop and deliver training
  • Provide troubleshooting and performance verification
  • Provide HVAC, mechanical, controls, electrical and lighting systems analysis
  • Provide security, audio/video and other electronic systems analysis
  • Identify maintenance and operational needs that affect energy consumption
