EEI was contracted by City of Seattle’s Department of Finance and Administrative Services to develop a written performance standard for the mechanical (Heating, Ventilation, and Air Conditioning) systems in the 105 City-owned buildings.

The creation of this written standard was the first step in an overall facility performance standard document that was developed by the City of Seattle. This facility performance standard document will be used as an evaluation tool for existing facilities and will be used to guide the design of new facilities and renovations.

EEI’s team worked closely with the City of Seattle FAS to develop this standard in line with FAS’s goals, which included identifying communication strategies between FAS staff, contractors, and stakeholders, as well as identifying priorities and preferences for specific systems. It addressed guidelines for deliverables for each phase of a potential project, and detailed which codes and standards would apply to designs.
