The Connections Learning Center was completed by Jefferson County Public Schools (JCPS) in 2010 to serve grade 7 through 9 students with behavioral and other challenges. The school boasts a modern displacement ventilation system with a double effect evaporative cooling system.

EEI was hired to systematically evaluate the performance of the HVAC system due to chronic complaints of inadequate heating capacity in the cold weather and inadequate cooling capacity and high indoor humidity in warm weather. Because of the capacity shortfalls, the HVAC system had to be operated 24/7.

EEI’s evaluation uncovered a substantial shortfall of installed baseboard radiator capacity and a control strategy that resulted in negative pressurization and excessive infiltration during cold weather. Additional control problems were discovered that resulted in premature operation of direct evaporative cooling, which added moisture to the space and inhibited proper operation of indirect evaporative cooling. Construction and equipment manufacturing quality issues were also identified. Specific recommendations were provided to correct the observed HVAC system shortcomings. EEI advised the district and their chosen contractor in retrofitting additional heating capacity, correcting control system issues and balancing the modified system. Commissioning the final corrective measures was also provided. School staff report vastly improved comfort in the building.
